Any ESC that can support 19 turns or less would be able to run that motor. If you don't know what yours can support, most manufacturers have specs available on their website.

I'd say this is a bad idea. The HV-Maxx has enough torque to mess up a stock E-Maxx Tranny. The Stampede won't stand a chance.
