A dremel is fine. For strength, I'd elongate the lower hole first. If you widen the upper slot you are going to lose surface area to clamp on. You might be able to lower the motor enough to use...

I haven't measured the whole size on that motor but they are usually either 2.4, 2.5 or 2.6mm. You have to be very careful not to use too long a screw or they will bottom into the motor windings and...
