It's fairly easy to do, but complicated to explain.

I started with a blue background and added a layer (Layer 1) with the water image on it - of course, you can use any image for the frame.

I'm using CS2 also. (But this can be done in anything 2.5 and above)

Make your background color the same as the image background by clicking on the background square at the bottom of the tool...

I'm not sure I'm following you, is the mottled sky from the scanner or from the clone tool?

BTW, I use a ICG 330i Vertical Drum Scanner, and even with a high-end scanner like that you'll pick up...

Sounds like the problem is not the resolution, but the scanner's color ability.

I would suggest getting a mid-range digital camera.

Even the cheap ones will give better color results than a...

The first thing you need to do is to get the sun behind you to avoid the harsh shadows you're getting.

If that's not possible. at least lighten the shadow areas like these
