I had been having trouble getting a good idle speed on my 20cc RE, inconsistent and too high of an idle. Upon removing the carburetor i found the throttle butterfly screw was about 1/2 turn loose....

That is much better. Remember, this is a new engine and will take some time to break in. You are using a synthetic oil which will require additional break in time.

7-8 lbs on the spark plugs, i don't believe the muffler bolts have a specification, i suggest using heat resistant thread lock.
