I've used "construction" epoxy and "laminating" epoxy to mix with lead shot.

As long as it sets hard and sticks where you pour it, I would say it doesn't matter.

Hard to find nowadays but I have two 20 lb sacks of lead bird shot.

Mix a slurry of epoxy and lead (after getting the correct amount for desired CG, of course) and pour it where you need it, let...
