Sounds like you're on the right track again, if the pop-off pressure is close to the fuel pressure (6-7 psi) you got problems.

You mentioned psf again, don't you mean PSI = ponds per square inch?

There is NO packing on the needle screws if they’re loose; air leaks are likely IMO.

Was the fuel dripping previously, you didn’t mention same.
