Dash,

Brush the dope on the wood and apply the tissue. When it is dry get it wet by misting on water, an empty windex bottle works. You can use a heat gun to dry it but I have had better luck...

All I can say is that when I was a kid building models moms wrapping tissue always ended up on the planes.
