At 400+ MPH these planes are at the limit of what they were designed for. ANY failure is critical. And in the case of an elevator control on a plane that already needed additional as the speed...

Can tell you from working on the F-16 that surfaces like the 16 and 18 have require powerful acutuators to control them. There is no way at 400+ you could control a surface like that by manual...
