The protection is such that it will reduce the power (torque) of the servo enough to prevent it from burning up. The setting is the point at which this will kick in, not the amount it will be...

The higher the number the sooner the protection would kick it. The optimum setting would be high enough so that it would not kick in during normal usage.

1% provides max performance while still allowing for overload protection.
