Main belt pulley ?

In replacing the tail main pulley , what is the proper way? Do you have to remove the pulley from the shaft or the bearing to get it in the blue brackets?

My extra blue tail gear set has an aluminum pulley gear at front.that starting spinnin on the shaft scond flight.Where can I get an after market pulley that has a set screw like what was on ebay...
