One way to prevent the ballooning/tip stalling on landing is as soon as she's steady on her gear and rolling raise the flaps which will help prevent it from deciding it wants to fly again. Still...

I think it's normal for a taildragger to want to nose over. If you move the gear far enough forward to make reduce the nose over tendancy you increase the amount of groundspeed needed for rotation. ...
