That doesn't look like a 60 sized pipe either....it looks like a .45 sized pipe.

Your head pipe looks too long already, if you're looking for some revs
out of that engine....and it will turn up pretty good. Leave the 11-9 on it
for now, and get the carb/regulator...

Open it 2 and 1/4 turns form closed. That engine will not come on the pipe. ;)

....open the main needle 1/2 turn, and see if the engines still quits.
