Thanks for the advice. (And to everyone else.) I have the needles out L 1.75 and H 2 so it should be very rich. I'll give it a shot at some point this weekend and see what happens.

So you think it should be drawing fuel even though it's a brand new carb and the diaphragm is dry?

I don't know if it counts as a tuned pipe, but I have a Jtec Pitts muffler on it.

Bolts weren't long enough to go through the new mount and firewall into the blind nuts. Had to order some 10-32 bolts and blind nuts with washers and lock washers.

Got the old mounting holes filled, used the leftover epoxy to fill in a couple of small gaps on the firewall. Drilled new mounting holes, and I'll be trying to install the mount and engine tonight.
