You can get it at your local hardware store. If you don't want to hassle with all that, you can buy pre-cut tires on eBay for cheap too.

Here's mine. It's a TC3 with converted steering (it uses an NTC3 steering rack) as well as a few aluminum bits here and there. I bought it new in 2001, and it's been running great ever since. ;)
