Check the engine very carefully. Is the propeller hub out of round? The prop driver in alignment? Are the bearings tight? You need to go over everything carefully.

The Top Flite prop will be a bit of a load on your engine. It will run better if you use APC or Bolly propellers.

Power/RPM levels are determined as much by the propeller used as by the way the engine's tuned. You didn't mention which propeller you were using, so we can't tell you whether the engine's turning...
