Markers are a quick fix and half way desent looking. YOU should go to Walmart and get H2O modeling spray paint!! Works great on foam cause it isn't the flammable kind. DON'T use anything on foam that...

Sorry, I can't find your bi-plane. Your Center OF Gravity is usually specified in the plans. Not sure if it is for the Hydro,but, I doubt it. You locate your CG after the Plane/Hydro is built to...

That couldn't hurt as long as your CG remains intact. Bigger props=more weight. Maybe lift it 1/2 inch and move it back 1/2 inch if possible. That might take care of your 'tail lightness' problem....
