As mentioned above you can use Elmer's to adhere the paper. Shrink it with water, let dry.  To harden it use can use hairspray if you don't want to wait for a bottle of dope.

The tissue is usually supplied with the kit.  It is special in that it shrinks when misted with water and allowed to dry. Wrapping tissue probably won't work as well, if at all.  After shrinking you...
