That looks like typical epoxy gel, it would work fine for the first coat in the mold if you go that route. Tooling epoxy is pretty similar, just has some properties that make it a tad better for mold...

Tooling gel is what is applied to the plug surface after mold release is applied & becomes the first layer of the female mold when making a conventional epoxy 'hard' mold. It has special properties...
