If you're using a mechanical valve, check to make sure it is opening all the way on the down side. Pretty basic, but could be overlooked.

Since the solenoid is normally closed and only opens when commanded by the ECU. This provides a "built-in" safety to prevent fuel from getting to the engine and causing a hot start should you forget...
