Set the low end needle flush with the housing not just 2 turns out, it's the needle where the throttle linkage hooks up to the carb. It sounds like the engine is going lean right after startup...

We used the 9mm insert and still got better fuel milage than the SH. We will try to test the other two engines next week and report back.
