If it is flooded, remove the fuel from the fuel tank then remove the glow plug and then flip it over and pull the recoil a few times slowly and watch that fuel does not spray all over you. Once it is...

It can be a few things, make sure the throttle is closed when you are priming it, Or you might be priming it too much, when you prime the motor with your finger over the exhaust most times you can...
