A few problems...need help!

I had an old 15FE sitting around and it wouldn't start, I looked inside it and there was all this milky white stuff inside the engine! If you feel comfortable with doing this take off the heatsink...

Maybe its too lean. Also maybe you have the idle stop screw up too high. As for the clutch on the first setting it will engage in very low RPM's so you will have to keep the idle very low anyway....
