Just look at it this way; a prop with a 2/1 diameter-to-pitch ratio, would have its static AOA at the tips of the blades, at ~9.2°.

I never wrote blade stalling does not occur; just that it is a transient condition.

I believe they are true...

If you hold a pylon racer for several seconds, the vortex will eventually build up and static RPM will stabilize, as will thrust.
