I'm using a Hitec feather and the ESC is plugged into #3. I have also checked the throttle channel on the transmitter, reversed it, adjusted the ATV and trims to make sure that is not the problem. ...

No, the connection are made per the instructions. The setup used to work prior to the battery being fully charged, but the motor did not have much power.
