carb was sticking open , i cleaned it and installed now engine starts but runs at full speed cant get to slow ???? help</p>

Cleaned carb and reassemled . the nut that goes over low speed needle keeps coming loose . when i do tighten the carb body wont spin . If low speed needle to tight it also sticks Help!!
