I reckon that's more to do with reflecting sound waves to become harder to detect, rather than a decrease in drag ? But, if it serves both purposes...I suppose it's a good thing.

Inside the dimples are stagnant vortices ( air that just sits in the hole, spinning around in circles ). This basically gives the object a cushion of air surrounding it and allows energy to transfer...
