I've been using a sheet of paper and lower the bit until there's drag on it but won't cut it. How would you use a touch pad?

I'm looking for a tool that will work for a number of projects. Cutting balsa and ply would be one use, but other items I want to be able to cut are fiberglass plate and on occasion...
