I'm guessing it tried to submarine...am I right? Could be you need more bouyancy up front or CG farther back so it will behave well enough to get on plane...Otherwise, a toss launch...

That "false bottom" under the prop probably helps prevent water spray from being sucked up by the prop during take-off. It also probably serves as a planing foil to help lift the front at...

What you saw could have been the Klem Outrider 27 which rides on an air cushion and uses a surface drive, or possibly the Flarecraft L-325 which uses an air prop and is a true "WIG"...
