Don't forget to gently tap the meter to ensure the reading is accurate. Sometimes they stick.

With a flat bottom wing the advice from rwright142 is correct. With a symmetrical wing the centre of the wing chord aligns with the centre of the aileron.

What brad said. I also finish the edges with clear nail polish to make certain there isn't any ingress of fuel residue or lifting of the trim in the airflow.

Symptoms of nose heavy models. They fly. They don't knife edge well. They drop the nose in rolls and they land hot.

Symptoms of too tail heavy. The model flys, but not for long.

You only need to cover one side, usually the underside. Fully flex the control surface and affix the tape or money coat. Don't forget to secure the edges with clear nail polish etc, ...
