Boat leaning to right

Boat leaning to right
Hi, guys
So I was making this boat for 2 years. It has two 540 size 60amp brushless motors, 8400mah lipo 3cell battery, two 70Amp esc and 2 left turning 30mm props. Than 2months ago I finished it and made a test run. And as soon it came on plane it leaned to right.. So I added weight to left side. But no effect. So i ordered 4 flaps . I mounted them and adjusted them so that boat should now lean to left. But no effect. What should i do, because i can't do more that 1/4 of throtlle,because it leans so much it wants to roll over.
Any ideas would be helpful.

That hull shape is highly susceptible to torque roll, which is what you have. As above, change one motor to right handed rotation; you will need a right handed prop the same size as the other one.
