What is the best type boat hull for choppy waters?

It's not just the hull type. Size makes a big difference too, and if you intend to run on rough water (what does choppy mean? 1" waves? 6" waves?) then a 36" cat will work a lot better than a 24" DeepVee. Consider hulls from 30" to 40"+ if the water is really "rough". Otherwise it may be "flip and go home".

the waves range from 4-7 inches, but there are days when the water is completely flat.

In water that rough, unless you enjoy rowing out to retrieve you flipped model, I'd go with a 40"+ mono. Do you want to build it yourself or buy it built?

i would like to build it myself, but i don't want to spend more than 450 dollars
