Seriously, the El Lobo is too small in my experience. You'll end up retrieving an upside-down boat more often than not.
To answer the original Q; "What do you believe would be a good rough water hull that can hit 40 m.p.h.?"

Delta Force 25.5 or 29
Darkhorse 26" (but you won't find one of those)
Titan 29 (getting on the big side)
I'd stick between 25" and 29"...

I will agree with Ctonez.
One of my friends a while ago had a carbon fiber el lobo running 6L on nimh ( this was about 1999) it was very quick for the size but even then it flipped alot. He had huge trim tabs to keep it hunkered to the water.
Now if you wanted to go fast in a straight line well then the el lobo would be a great n2 boat for that. But in corners in race water you would have one hell of a time with it.
Now there is more then one el lobo. there are 3 versions i believe. The wooden one, the FG one and the 3rd version which was done by bandit boats. A person in our club now races the el lobo 3 in P mono and it runs very well But it is starting to show it's age.
That boat is to large for n2 however.
The delta force 25.5 is the best.
as for sizes. . well 25-27 is good. because 27 inches is the max length for the class so anything over and . IF you did want to race you couldn't.

Do not have a Titan but am running a OM29, pretty simular hull form. With a 11XL and 4s2P 4000map packs (8000mah total)and a M645 as far as I can tell from my crude time over distance mesurements I am right around 40MPH on slightly less the 600 watts.
