Default A few ?'s about my 37" Dumass Scarab OS .61 VR-M

I'm wondering what fuel % I should run. Im running Cool Power 20% now and I am thinking about trying some odonnells 40%. The other problem with my boat is that when I run wide open, the boat seems to top out, then you can her it clear itself out and it gets a good burst of speed. Once at that speed, it will die after about 2-3 secs. Whats going on. The engine is in a 37" Dumass Scarab. the carb sits about 3" down and 3/4" away from the the engine bay wall. is it just choking out at speed because the air is flowing past the carb and not into it? I'm used to cars so tome i think the low end needle needs to be lened out. This is my first boatnd I m a NOOB.

wat are your needles set at? and is the motor broken in?
