Default Clearcoat question

I have a new Miss Vegas that I am having custom decals made. Should I wet sand the boat first, to roughen it up a little? Then the decals, and then the clear coat?

use a gray scotchbright pad.. Its faster then sanding it...Gray is used before you clear,theres red ,that used before spraying colors.But I'd gotton away using red but I did sand to hard with it..
