I'm guessing the bit about blowing through a piece of fuel line while adjusting the needle valve until the air just starts flowing. It was part of the instruction sheet with my ST3000.
Question: I have 2 ST3000. One runs fine- the other not so good. When the low speed needle is set for a decent idle, the high speed is too lean, no matter how far out you back the high speed needle. If you adjust the high speed OK, low is way too rich, loads up and dies. I am considering an OS carb replacement. The small screw that rides in the curved slot in the throttle barrel is getting worn away, and allows some side to side movement of the barrel. Could this be the problem? rhl1

If the carb barrel moves laterally when the engine's running, then you could most certainly find that the idle mixture varies at low RPM. It should not move much at all, except when moving the throttle.
