You might not have RPM but the process is the same:

You need a dye called RIT dye. You boil water, mix dye, bring temp down and submerge wheel into water untill the desired color. The longer you leave it in the darker the color. I have done several sets and it works great. It can be a mess so make sure you have towels all arouns because it will stain anything it touches.
