Default YS FZ 63 Low RPM

I'm new to YS Engine's and tunings. I purchased a "ran once" and put away 63 for a fair price. I have it mounted inverted on a plane for break in. The engine is doing the following:

1. It's max RPM with a 12x6 Prop is 9500 RPM. The needles are H: 2 Turns Out L: 1 Turn out. I lean it one click at a time to get it to the max rpm before detonation, and 9500 is all she has. It seems like it should unload more for sure.
2. It seems to be leaking a little fuel from the carb when not running.
3. It doesn't seem to idle below 2300 RPM without dying. It's max idle time is about 30 seconds (I know this gets better after break in).

My research here tells me the Regular is in question. I pulled the screw out of the bottom, but I'm not 100% sure what I'm looking for and how to proceed without messing things up.

After more research. I pulled the regulator apart and it did have old fuel gunk on the diaphram itself. I'm assuming this will fix some of these issues. Will report back after running again.
