Default .63 FZ wont quit

I have a .63 FZ that has about 1 gallon through it. It runs great at all RPMS but when I close it down it will not shut off. I have moved the throttle set screw both ways and it still idles. I also put my finger over the carb and she still runs, so I suspect a air leak.
I have replaced throttle body seal, all gaskets, regulator diaphram, plunger, and spring. When I do get it to shut off I can hear a slight air sound when I open the throttle a little bit, but I suspect this is normal with the pressure of the tank, But I also hear a slight hiss with the throttle valve all the way closed. Is this normal.

Open the regultor screw 1/2 turn and let me know the result.

I am having the same problem with my YS 63. The only way I can get it to shut down is to close the needle valve all the way.

Make sure the throttle stop screw is backed out far enough to let the barrel close fully.
