privat pilot

I have a zdz 50 with the needles as follows. the top end one and a half turns out and the low end three and three quarter turns out. Is that to much for the low end and does it indicate a problem with the carb as some experts at the field think so? I had a fuel filter that I have taken off and I still have a fueling system so should I take that off also? I would appreciate some help with this as Ive been told I need to recondition the carb or replace it . Thanks in advance for youre help.
