Completing the form does NOT form a binding contract, but rather a non-binding offer to the seller and a method for initiating communication with the seller. Offers you made are recorded in the seller's account for easy reference.
The offer form allows the seller to receive sufficient information to determine whether the buyer is serious and to reply to the offer.
