    I Use one of these myself to check all my batteries.

    These DO NOT put a load in the battery and are for checking the Capacity the battery was charged to from your charger.

    Yes That is the reason.
    I use mine when i pull a fresh battery of the charger to see what each cell charged up to and check the voltage.

    Yes it also breaks do each cell by itself and can show them as one whole also. Except for Nicd or NiMH
