Does Paypal "Double Dip" on International transactions outside of Ebay? Do they charge a fee from the sender and the recipient?

Don't know. I stopped using PayPal years ago. Nothing but trouble and customer service is appalingly bad, even for an Indian based company. My life has been a joy without it.

I dont think they charge the sender. I buy a lot and its just the conversion rate.

There is one charge and you can choose to pay it as a sender so that the receiver does not get a reduced amount.
