Even though this is a bunch of horse *****. I will be putting up the initial $5 bucks to cover my bases. Even if they don't refund me back my $, it sure beats a possible $27,000 fine.
Everything comes down to liability.
Once again, the only people who will be registering would be the law bidding citizens. ;(
