That would be be very easy to replicate by silver soldering a small brass strip for the lever to a suitable size wheel collar. The set screw in the collar will hold it to the shaft to which it is clamped with that pinch bolt. Holes drilled in the brass strip will allow for the attachment of the throttle pushrod.

Might take about 5 minutes to make the substitute.
