That depends on what is stated on the listing before purchase that most ebay sellers have a money back guarantee policy but if there listing states that buyers are to pay for the return back fee on their own this usually wont cover their cost.
Usually and in most cases the seller's return policy in the listing determines who pays for the return postage.

If the seller's return policy states that buyers are responsible for return postage, you'll have to pay but you can choose how you'd like to send it back. You can either pay for an eBay return postage label, or use a carrier of your choice.
