Things are not done on time because:
- - the ED doesn't enforce it,
- - the President doesn't demand it, and
- - the EC tolerates it.
Don't forget to add that the vast majority of AMA members are disengaged and when they DO speak up and ask questions (as in this forum) they are just shouted down and ignored as, "haters".
