With the needle 1/4 turn open, you won't get much power, that is way too lean for full throttle. Normally the HS needle should be at least 1~1-1/4th turn open for the average .45 and that usually is allready on the lean side,
The rich running at reduced throttle should be adjusted with the LS needle, not with the HS needle
