You might want to check out Red Max fuels. A 20 quart case of 15% nitro is $120. Our club members have been using it for 5 years, good fuel.
I mix and store my fuel in five gallon metal cans, but deliver to the users in 2-1/2 gallon high density poly jugs. The prices on all of the plastic jugs have been climbing too. You can bet four, one quart jugs cost more than a single gallon jug.

The jug prices are no doubt out-pacing Haz-Mat fees.....for now anyhow.
