I've notice the same thing with some of the G2 downloads out there. I believe it might be attributed to the extemely light (and in most cases quite unrealistic) wingloading. If you drill down into some of the specs of the downloaded planes, you'll notice some are 33% scale but weigh in at 12 pounds, hence a very very light wing loading. Even if the elevators were the size of barn doors (albeit very light weight barn doors) with 90 degrees of throw won't make them snap out with elevator only.
