The fabric covering is the stuff they put down as a water barrier between the concrete base and a blacktop road surface. Several clubs out here in OK/TX have used it with great success. Just be sure its all rolled out and pinned down before the sun comes out. Once it starts to shrink you'll never get the pieces to line up. See
